Presumably, the building will be some combination of office, residential and commercial, as all are. Nothing to do with sitting or hugging, or indeed adhering. Native English speakers in Beijing often wonder why so little effort is made to check with a native speaker the English translations of signs and advertisements. It would take very little effort. Surely even Google translate could do a better job than this.
